The Office was Gordon Campbell who was Scottish not Belgian, maybe 'mad' though. "How Can I" was one of 3 singles he released as The Office Boy. Previously he was the singer with The Upstarts (not the Angelic ones) and later had a go at Eurovision! Definitely a weird choice for this compilation.
